abstract = "In this paper, we present a new system for real-time statistical multiplexing of video streams in DVB-H broadcasting using H.264 Scalable Video Coding (H.264/SVC). We propose a new joint rate control algorithm to dynamically distribute the channel bandwidth among the video streams proportional to their relative complexities. Experimental results show that the proposed multiplexer results in an improved inter-program fairness, in a better global rate-distortion performance and in lower perceptual quality differences between the different channels.",
